What follows is a reasonably current description of the process and steps needed for new CRESST staff members to obtain GSFC security badges as well as on-site computer access/accounts. Generally-speaking, accomplishing these steps must be the responsibility of the Civil Servant sponsor. However, David Holdridge and Virginia Peles, are ready and willing to assist in any way possible. Given the long lead times to get badges and IT clearance, it is important/best to get started BEFORE the CRESST staffmember arrives to begin work.
Once the new CRESST staff member has been identified, and a start date has been finalized, the CRESST Program Manager will inform Virginia Peles to begin the security procedures. All CRESST on-site staff must have a GSFC Locator Form (LISTS Form 24-27) completed, approved and on-file with GSFC security.
US Citizens:
Ms. Peles notifies the new employee to complete the personal information section of the Locator Form and fax this to her at 301-286-1681. She will then type up the form, get it approved by Frank Marshall, the CRESST CATO, and deliver it to GSFC security. Ms. Peles will also seek the sponsor's assistance to prepare a Risk Assessment form (NASA Form 1760), which needs to go in with the LISTS form and is now required for all new contractor staff members. For US nationals, this is sufficient for Security to generate a temporary security badge, which will put them into the GSFC on-site database system (LISTS). New CRESST employees should double check with Ms. Peles before arriving at the Center for the first time, to make sure the badge is ready for pick up at the GSFC main gate..
Once the new employee is in the LISTS system, GSFC's IT personnel can set up the individual's computer account. The sponsor needs to prepare an Active Directory Account request form. Please request assistance from Ms. Peles to obtain the needed signatures and to get the form over to Code 700. Foreign Nationals (including Resident Aliens/Green Card Holders):
In addition to the Locator Form, and the Risk Assessment form, the foreign national employee must complete a Foreign National Information Form and email or fax it to Virginia Peles. Security also requires photocopies of the passport and visa or green card. These should be forwarded to Ms. Peles with the completed FN Information Form. Ms. Peles will enter the information into the NASA Foreign National Management System (NFNMS). This request must be submitted 20 business days in advance for non-designated countries and 60 calendar days in advance for designated countries. Generally in about 10 working days' time, Ms. Peles will receive confirmation of approval for the badge, whereupon she will inform the new employee and the sponsor so the arrival date can be finalized. Once the GSFC International Coordinator receives the request, and it is approved, she will enter needed information into e-quip, and new employee will be contacted to complete the e-quip forms.
Once the request has been submitted into the NFNMS, clear/legible copies of the following documents should be sent either via mail, fax, or electronically to Ms. Peles, the CRESST Program Coordinator.

N.B. Assuming he/she is in the e-quip system, foreign national badges are now being issued for the duration of the request or through the visa expiry date, whicever comes first. Green card holders will get badges for the length of the request or the expiration of the green card, whichever comes first. Badges must be extended each term. An email to Ginny Peles, at least two weeks in advance of expiration, is sufficient to start the process.
When GSFC IT account/access is required for ANY foreign national (no matter the length of the stay, and including Green Card Holders), the following must be completed and approved:.

All forms must be completed, sent to Ginny Peles who will check and obtain needed signatures. She will forward the packet along to Lois Otterson in the Security Office.
The "New Account Request" form needs to be signed by the new account holder, their Lab Chief, and, in the case of foreign nationals, the Code 700 Goddard IT Security Manager ("ITSM"), Josh Krage. Josh, for his part, won't sign the form until he has been told by Lois Otterson that all necessary security and IT forms are in in her posession. Once the Account Directory form is approved, the Code 660 Help Desk personnel can then create a GSFC computer and NOMAD/e-mail account.
In order to obtain the temporary badge and the IT account approval prior to the scientist's arrival, both of which are necessary for full on-site functionality, these should be submitted 3 weeks prior to the scheduled start date of the new non-US citizen CRESST staff member.
e-QIP:
Once the new employee arrives on the Center, or prior to his or her arrival, he or she will be contacted to complete the e-QIP process to obtain a security badge. He or she will need to complete and submit an on-line form, then print out and sign a certification form. Shortly thereafter, or upon arrival at GSFC for the first day or work, he or she will be called in to the Security Office to be photographed, fingerprinted and to obtain the GSFC badge. The e-QIP forms need to be completed within 3 weeks after the scientist begins work at the Center.
